The European proposal on preventing and combating child sexual abuse (CSAR) aims to strengthen the EU’s ability to fight online child sexual abuse. ISPA Belgium and its members fully support this goal and are committed to making the digital space a safe environment for everyone.

However, ISPA raises concerns about the operability of the proposal, in particular regarding the protection of end-to-end encryption, the lack of a prevention-led approach, and the disproportionate impact on certain service types such as number-based interpersonal communication and cloud services. ISPA calls for a balanced and workable framework that protects both children and the fundamental rights of all users.
